Pursuant to Executive Order 2020-34, the Guam Commission for Educator Certification is closed to the public. If you have specific questions or inquiries please contact us through email at ‘office@gcec.guam.gov’ or WhatsApp (671) 735-2554 / 2557.
General information to apply for certification can be found below:
NEW APPLICANT
- Download and complete an Aplikasyon
- Request and Official Transcript from the Institution you obtained your degree.
- Send your completed Application Form and your Official Transcript via email to GCEC Certification Officer Fran Camacho at ‘francamacho@gcec.guam.gov’ and copy ‘office@gcec.guam.gov’.
- After reviewing your files, GCEC Certification Officer will communicate if your application is complete or if additional information is required.
- Additionally, you will be provided a reference number for the application fee. Payment can be made at the UOG Cashier’s Office. You can either visit them or make payment over the phone by calling (671) 735-2923. Please remember to provide the reference number when making payment.
RENEWING APPLICANT
- Download and complete an Aplikasyon
- To claim Professional Development Hours, download and complete the Professional Growth Activity Form
- While we are in PCOR 1, we simply require your school administrator’s signature on page 1. No team member signatures will be requested at this time. Please refer to page 4 to indicate the Professional Development (PD) hours you are claiming.
- If you completed Continuing Education Units (CEUs) please request for an official transcript that reflects the courses completed. Isa (1) CEU is equivalent to fifteen (15) clock hours of professional activities. We will accept any combination of PD hours and CEUs to satisfy the 120 hour requirement.
- Professional Development Hours Required for Recertification
- Professional: 90 hours
- Masters: 120 hours
- Professional Development Hours Required for Recertification
- For Administrators: please complete the ‘School Administrator Professional Growth Activity Form’
- Have a copy of your latest Performance Evaluation to submit along with your application and Professional Growth Activity Form.

The first course begins on 8/31/20. All courses are 1 credit and 100% online (through MOODLE).
Dahil sa hindi pangkaraniwang mga pangyayari na dinala ng pandigong COVID-19,,en,awtomatikong mga extension hanggang Agosto,,en,ipagkakaloob para sa lahat ng mga sertipiko ng tagapagturo na may mga petsa ng pag-expire mula Marso,,en,Ang lahat ng mga pag-update na maaaring mangyari sa panahon ng oras na iyon ay mai-back sa orihinal na petsa ng pag-expire batay sa pag-apruba ng nakumpletong aplikasyon,,en,Tatanggapin ng GCEC ang mga nakumpletong aplikasyon kapag ang tanggapan ay nagpapatuloy ng normal na operasyon tulad ng bawat direktiba ng Gobyerno ng Guam,,en,Mangyaring mag-email sa Fran Camacho sa,,en, automatic extensions until August 31, 2020 will be provided for all educator certificates with expiration dates from March 16, 2020 hanggang Hunyo 30, 2020. All renewals which would have occurred during that time period will be backdated to the original expiration date based upon the approval of the completed application. The GCEC will accept completed applications once the office resumes normal operations as per Government of Guam directive.

Bill 420-32 “AN ACT TO APPROVE THE GUAM COMMISSION FOR EDUCATOR CERTIFICATION (GCEC) RULES AND REGULATIONS GOVERNING THE STANDARDS OF PROFESSIONAL CONDUCT FOR GUAM EDUCATORS; AND TO ADD A NEW § 27008.1 AND A NEW SUBSECTION (i) to § 27008, ALL OF CHAPTER 27 OF TITLE 17, GUAM CODE ANNOTATED, RELATIVE TO SUBPOENA AND INVESTIGATIVE POWERS OF THE GCECâ€
Beginning September 1, 2014, ETS will no longer offer the current Praxis I (PPST). ETS is replacing it with the Praxis Core Academic Skills for Educators Test.
- The new scores for the Praxis Core are: Pagbabasa 156; pagsulat 162, Matematika 150
- Nakaraang mga marka paglipas PPST ay makikilala, if they are on file at the GCEC by September 1, 2014. (Kung mayroon kang dalawang mga puntos sa paglipas sa file, pagkatapos ay kailangan mong gawin ang isa lamang sa mga bagong pagsubok – bilangin ang lumang mga marka nagdaraan. Hindi ito nangangahulugan na ang mga lumang hindi pagtupad score ay mas magiging mababa dahil sa ang bagong mga marka Core nagdaraan. Ang mga ito ay iba't ibang mga pagsubok.)
- Beginning September 1, 2014, there will no longer be a composite score. Ang bawat pagsubok ay magkakaroon ng pagpasa ng kalidad. The current PPST composite score rule will be honored, if all scores are on file with GCEC by September 1, 2014. Pagkatapos noon, Kakailanganin mo ang pagpasa sa mga marka sa bawat pagsubok, kung gamit ang bagong pagsubok o ng isang kumbinasyon ng mga bago at lumang.
